Proposed Dual Department Oversight– Responsibilities

To clarify responsibilities, roles and expectations, the Advisory Panel recommends the
creation of a new governmental oversight structure for Canada Post. The dual department
approach is designed to separate and clarify oversight of shareholder (financial) issues from
the oversight of regulatory (social) ones.

This new oversight structure respects the authority and the role of Cabinet to make policy
decisions and Treasury Board’s responsibilities under the Financial Administration Act.
